Starting a New England Port City in Cities Skylines 2

We're continuing the expansion of the Massachusetts county of Easthaven, starting an all-new realistic, historical port city on a major island next to Chowder Bay! We implement a basic starting layout for the port, major industries, an old mixed-use downtown, a hillside row-house district, low-density residential suburbs, and train freight line infrastructure.
